Provided
CEERE has a state internal service
agreement with the Division of Energy Resources (DOER) to
provide a variety of consultation services. These include
the preparation of white papers to support policy development,
participation in committees or working groups associated
with renewable energy policy development, and assistance
to municipalities and residents of the Commonwealth regarding
implementation of renewable energy projects. The UMass/DOER
contract originated from DOER’s participation in the
Massachusetts Strategic Envirotechnology Partnership (STEP). |

Achieved
Assistance to municipalities has
evolved into a wind energy pre-development program, that
provides installation and monitoring of wind measurement
equipment, evaluation of the wind resource, site selection,
educational outreach and consultation on issues such as
permitting and noise. The program has made contacts with
Marblehead, Florida, Ipswich, Princeton, Barnstable and
Holyoke. As part of this program, RERL provided consultation
to the Hull Municipal Light Plant (HMLP) for the installation
of a wind turbine in Hull MA. The services included project
planning, an evaluation of potential noise issues, recommendations
on the size of wind turbine to consider, the provision of
draft bid specifications, an evaluation of the offers and
consultation during installation. As a result, HMLP now
owns and operates the largest wind turbine in the state.
Based on the success of the project, the HLMP is considering
purchasing more wind turbines in the future. |

Role
Staff at the Center for Energy Efficiency
and Renewable Energy have been responsible for all aspects
of the researching and writing of the white papers, participating
in advisory groups and responding to requests for services
from technology developers and other entities.
Participation of Project Team
James Manwell is the main contact
with DOER. He participated in the collaborative that drafted
the parts of the Massachusetts utility restructuring law
related to renewable energy. He also participated in the
Renewable Portfolio Standard advisory committee. Anthony
Rogers, Anthony Ellis, Sally Wright and a number of graduate
students have all participated in various aspects of the
DOER activities. Eric Winkler provides support to DOER on
technology commercialization referrals that come from DOER
on an as needed basis. |
